Does the Cache represent the data used by the algo?

I've noticed that cache'd pages aren't representative of what the algo is using to rank a site. It seems some cache'd pages contain no data/code at all or simply the minimum code such has a heading and body tag.

Is google hiding the actual data and confusing us by not letting us see the "snap shot" of the page that is actually being used to calculate position and ranking?

Is this simply a "fresh bot" issue or one of Googles tricks at trying to keep the SEO down, keeping the guess work up?

It can be confusing; you can get different listings and cache due to Google's multiple servers and Fresh listings.

The main difference from the pre-Fresh days is that cache no longer represents the links used to calculate PageRank.
