The placement confuses me for two reasons. First, the hotel is located in <another city> and the text on the cached page is:

It is driving me crazy trying to figure out why this hotel appears in the SERPs for <city state> hotel. Can anyone lead me back to normalacy?

It just looks like a temporary database problem, it'll probably be fixed at the next update or even beforehand due to a Fresh listing.
The most likely reason for that page ranking well is the emphasis that Google places on PageRank and link text. This is a useful feature, for example Google comes top for search engine, even though the word engine isn't in their home page.
