Best way to target a phrase

Can any one tell me the answer to this:

Assumption: Two sites are absolutely identical in all ways important to Google, including links, etc. EXCEPT one site uses the phrase "blue widgets pricing" and the other uses "blue widgets" in the title, headings, copy, etc.

In a search for "blue widgets" would the the site that included "pricing" rank as well as the site just using the two words? If this has been answered a million times before, please forgive me and point me toward the light! I could not locate this by searching the site.

PageRank of both pages affect ranking a lot. A higher PR page will "usually" rank higher.

However I have experince this before. search "blue widget" from google. .

Page A with title "Blue Widget", PR=3 rank 2nd.
Page B with title "Blue Widget Pricing", PR=5 rank=7

But when search for "Blue Widget Pricing", Page A would never appears...

IMHO, If your page is having a low PR (less than 4), make keyword phase as title would benefit the most .
