Backword Links, how do I optimize a index?

Does anyone have a example of what a good site index should look like so that google backword links an entire site?

Google says use fewer than 100 links per sitemap or site index page:

[google.com...]

and itself gives a bad example:

[google.com...]

Basically it helps to have your linking structure adjusted so that your sitemap has a high Pagerank. The higher your sitemap's Pagerank, the more links on that Page will be indexed (that is probably what Google meant with that advice).

Basically if you have new important pages which you definately want indexed, make sure they are linked to from your highest Pageranked pages (and not necessarily a site index page).
