It looks like a work around for banner ad placement to avoid the use of hosts files to divert the banner servers. The ufad.php probably contains a remote include() function to place the banner ad from the remote server. This way in order to block the banner ad with the host file you'd have to block the site you wish to reach. Or at least that's what they hope you'll think.
Your work around - view the source of the banner ad and copy the full domain that appears in the img src; add it to your hosts file.
