does google favour fresh content in anyway?

if it does, does that include a page that rearranges the order of the data each time a page gets hit? does rearranging the order of the data each time a page gets hit make it seem like fresh content to gogle?

Fresh new content is what you are after. Simply switching sections wont help dramatically.
