Cuold somebody please let me know how from a time frame point of view Google actually updates its index. My understanding is that anything from approx the last week in the month Google will incorporate its new index to www.google via ww2 & ww3. My main question is when does Google then actually start crawling sites again to gather information for the next update. Also as a consequence of this is there an optimal time to submit a site to Google or at least create links leading from other sites to the new site.

Google tends to crawl sometime near the end of the month or the beginning of the next month. It usually starts during or just after an update settles.

Google tends to update with the stuff that was crawled in my statement above at the end of the month - sometime between the 20th and the end of the month, but sometimes a few days earlier or even a day or two into the next month.

Any time is a good time to work on your site. There are just certain times where it might take longer to get into the index than others. My though is to just get it up NOW rather than later, no matter what time of month it is. No matter what, Google can't find it if it's not there. Therefore, it may not get in there faster by putting it up now as opposed to next week, but it may take LONGER if you wait til next week rather than putting it up now.
