Website listing domains by IP

I was checking the backlinks for a site and discovered a page that lists all the .com domains per ip. It would appear the owner has been running a robot collecting this information. There are a good few 1000 of domains listed with each one listed being a link. If i'm not mistaken wouldn't Google recognise this as a link farm and penalise the sites listed.

There is all different kind of link farms, i just let Google do whatever they want with them, but i certainly wouldn't recommend joining a linkfarm, the penalties have often been severed for it.

But the sites here haven't chosen to join, they have been added by the owners bot. Just clicking though some of them shows that a majority of them are valid sites but have 0 pagerank (not greyed out), although there are a few 6's and 7's in there too.
