The recent version (I think it is beta version) also generates static archive - so you can get your site indxed in google and other se's. (You have to pay for it & and you get what you pay for :) )

PhpBB
With the use of a available mode - you can make it look static and Google will index it. Still there will be a problem with session ID, but it is not a problem. (it is working good on one of our sites :) ) (This one is FREE and also has a wonderful support board)

BestBBS
[bestbbs.com...]
The one I would highly recommend, but it is not *yet* for sale (I think) and have never tried it myself - so can only *think* about it.

You can try other forum softwares (but google might not spider all the pages within them)
1)YaBB
2)Invision Board
3)Burning Board

Forums that generate static pages [webmasterworld.com] do have their benefits. But I think a database driven forum script made to look like "static" pages is easier to manage and better use of web space than actual static pages.
