i'm not sure but i thought that google disliked websites built using asp. if that is the case and google can't spider the target site do i still leak page rank?
also, will linking to this site incur a penalty of any sort?
although the website in question is unlikely to achieve more than a pr of maybe 4 the link will be useful to my site visitors
i received an email today requesting a reciprocal link from a related non-competitive website that is written in asp and is not yet in googles index. my site has a pr of 6 (was expecting pr 7 at the last update)

No -- not in the context of linking to a dot.asp - any dot.asp

This tells me that you should do the exchange. Potential visitors are what counts (not PageRank).
But lookng at the PageRank argument -- An unranked page could belong to an authority site two years from now and PR10 because "this year" they learned about linking.
How important would that exchange be to you then. The future hold many rewards -- but if we always look at the monetary value of only today the future rarely shows fruition.
