Getting Google to ignore specific outbound links

Is it possible to have some links on a page that Google will ignore completely - i.e not follow AND not have any effect on the 'transfer out' of PR through other outbound links on the same page?

I have a page which I'd like to promote and which has various internal links, but I'd like the inbound PR benefit to be assigned to specific outbound links.

Would using a <A> tag with a javascript ONCLICK handler instead of a plain HREF do the trick? Or is this likely to be treated as google spamming.

I don't think it is spamming and yes it would work this way. Google does not follow Javascript links.
