Is it possible that I can have a PR5 if all backlinks to my site have a maximum of PR4?

Yes, you can get a PR5 from being in the edited directories such as Looksmart,Yahoo and DMOZ.

A large number of PR4 links can do the trick, too. The very highest PR sites get their PR from massive numbers rather than a few high PR links.

Note also that the displayed PR is an approximation - Your PR5 could be a low 5 (e.g., PR 4.51, assuming normal rounding), while some of your links could be high PR 4s (e.g., 4.49).

We have a site that has remained EXACTLY the same for some 2 years now. The site has only 9 backlinks to sites with no more than a PR3. The site is ranked high in all search engines of importance and has been in most all edited directories for the 2 years. The site gets 1400-1600 unique visitors/day.

When the Google toolbar became available we came up a PR5 and have remained there ever since. It has been and still is ranked #1 in Google in its keyword. A number of sites with a higher PR6 are below in ranking. Perhaps visitor popularity and/or many visitor bookmarks contribute to the position it enjoys? Don't know. Most sales conversions, however, come from outside sources referred to the site which is why we've done nothing to develop it.

Only links only from PR1 sites can give you a PR5 (or a 10 for that matter). Inbound links are cumulative. It takes a lot more PR1 links to get to PR5, but it can be done.
