Two domains under 1 IP cause PageRank=0/10?

My translated site, under another URL but the same IP gets PR 0/10.

I have a site that gets a PageRank of 6/10. It is in portuguese. We translated it to english and lauched the english version under another domain name. Both sites share the same IP address.

The new tranlated site has been around for more then 2 months but Google ranks it as 0/10.

The original 6/10 PR site is www.parperfeito.com.br and the translated english site which only gets 0/10 is www.datingplace.com

How can I solve this problem?

Welcome to WebmasterWorld [webmasterworld.com]!

You need to get more incoming links from high-PR pages with relevant link text.

It takes Google a minimum of one month, and up to two months to index new pages from new links, so this may be why it is not yet following links to your new site.
