Supposing there was no toolbar, view any cat, and at the bottom there's all those sites without a PR bar.
Since they won't show any incoming links anyway, what methods can be used to determine PR0 from no PR sites?

You'll need to clarify your question glengara.

Indexed sites without any PR will show as being PR0, but not all sites that show PR0 are entirely without PR. (e.g. those without enough PR to show up as PR1)

Is your real question about how to discern whether a site has a penalty?
