I recently searched for who is and was surprised to find a news snippet above the results where the premium sponsorships usually are. I search for who is a lot (thats how I get there. I can't bring myself to bookmark verisign) so I know its relatively recent for that search query.

Powdork,

This has been going on for some time.

If there are Premium Listings, then the News Snippets show up Underneath them, but still above the SERPS.

The news snippets generally show up when the particular keyword phrase appears in the headline of an online news story. Then it stays there for up to 72 hours, then drops off.
