Google doesn't see inbound links with cgi-bin in them?

We use a link trading program but google doesn't recognize these links.

Example:
[oursite.com...]
When the link is followed it records the visit for the number and then redirects to [oursite.com...]

All I've read seems to say that google shouldn't have a problem following the example above.

When I use link:oursite.com at google it only returns the sites that don't use our link program. All of them are linked to [oursite.com...]

I get about 90 results at google using link:oursite.com
I get about 14,000 results at altavista using link:oursite.com

I checked the link in the server header checker and it gives a status: HTTP/1.1 302 Found.

Where is the main problem with using the program?
The cgi-bin in the url?
The? in the url?
The 302?
Or all of the above?
