How to use "allinanchor" command

The reason I want to know the usage of "allinanchor" is that I came across a page that ranked #1 on Google for a certain keyphrase. There is zero occurence of the keyphrase on the page so I guess it has something to do with the links pointing to the page in question.

I tried using "allinanchor: keyphrase site:www.somesite.com" (without quotation mark) to find pages with links that are not only pointing to the said page, but also contain the keyphrase in the link text, but failed. Google came up with several results which have the keyphrase in title, body but none has the link with the keyphrase text.

Did I miss something? How exactly does the "allinanchor" command operate?
