Site with Grey PR - would you link to them?

Need advice re linking to a site with no pr

Hi,
I've been searching through the library and back messages, but am not finding a clear answer about my question.

A site requested that we exchange links - this site, lets call it www.wonderfulwidgets.com is not a direct competitor but within my area, and I like the wonderful widgets being sold, and the site layout is fair. However, I noticed the all the pages of this site are greyed out in my google toolbar, and it does not appear to be a new site.

I declined and mentioned this forum as a wonderful resource, and gave my reason as being the greyed out pr.

I *thought* this meant/would mean this site was banned/not listed in google.

I am wrong, for its two main keywords, it is either 2 or 3 in the listings.

How can that be?

Am I right to avoid linking to this site until it has at least a pr of 4?

Am I mis-understanding the significance of a greyed out PR?

They could have been down during the crawl. I was and my site still shows in the serps for pages that were spidered even though the homepage is greyed out and not indexed. :( It could also be new. I think if it shows in the serps that it was just unavailable last crawl. I would wait til next month and see where they stand.
