Backlinks not showing

I know that google has indexed all the pages on my website but when I check the backward links from the Google toolbar none of them show up. When I check sites that are highly ranked for my keywords, all of their pages show up when I check their back links.

What gives?

backlinks will only show if the pages linking to you are over PR4...
