More detail on dynamic pages and Google

Would I be correct in thinking that google is more selective on following dynamic links? I think that most forum software will link to further pages with something like 1,2,3 as the link text...not enough text for google to want to follow in my experience, perhaps out of fear of randomly generated content?

Would it be better to give google an index page where topics are used as link text, within the 100k limit, and longer link text is used to go to other pages in the index like Page 1, Page 2, Page 3?
