Penalties Incurred from Linking

I am concerned and wondering if link penalties can be brought about through the deliberate actions of a competitor (having banned sites or link farms linked to me).

Can linking done by a third party (competition) effect your site? Or must the link be reciprocated (from my site) to incur a penalty?

No need to worry, but the thread of pr can unravel pretty easy.

If a high pr site links to you, and your pr increases - what happens when if the high pr is found to have links farms, and or spam on it and gets a pr zero?

Imagine if you ran - oh say just for an example - a portal like site. What if there was spam found on a few high ranking sites in the network and they got a pr0 because of it? The fabric of pr would come unraveled and I could see pr dropping - oh say just for an example - from a 7 to a 4.
