[edit reason] no urls please / thanks! [/edit]
While for some reason Google does have an add url page you will get a site only indexed and ranked if you have links pointing to the site.
A site without links will perhaps be spidered by Google but not included to the regular index.
So promoting a site with Google you shlould by all means try to get links. Perfect start would be a listing in the ODP.
Your meta tags won't make any difference whatsoever with google. It doesn't pay any attention to them. You need incoming links from other sites to get into Google.
Why not start by submitting to the Open Directory Project [dmoz.org]
Then when you've done that, come back here and read, read and read some more. You'll find everything you need to make your site a success right here...

Welcome to WebmasterWorld!
Google prefers to index sites that it finds through links on sites that it already knows about. Rather than "submitting your site" to Google, spend time getting incoming links from high-quality, on-topic sites which are already listed in Google. In addition, submit your site to the appropriate ODP category (www.dmoz.org), and get a listing in Yahoo's directory if possible.
Check out the WebmasterWorld Google Knowledge Base [webmasterworld.com] and use the WebmasterWorld site search (link above) to find a lot more information!
Also, be sure to read the Terms of Service (link below), and Paynt's Welcome post [webmasterworld.com]!

Don't restrict yourself to relatives. The best strategy would be to do a search for sites that come up high on the search terms you are interested in (which should be the search terms you think people looking for your kind of site will use), and then contact those sites to see if they will exchange links with you.
Another strategy is to find out who is linking to similar sites (use the search term "link:http://www.competingsite.com") and then ask *those* sites if they will link to (or exchange links with) you.
Good luck!
