Lets say one runs a sneaker website... if one were to put a quote say "We carry all the latest mens and womens sneakers and running apparael one will need. We carry a full line of shirts, jogging pants and shorts"

If one put that quote so it showed up in the footers of every page, would that be considered spam?

People use footer templates all the time. If you show it to a bot, I would make sure to show it to users as well. And if the page is 5 kilobytes, I wouldn't make the footer an extra 40 kilobytes :)

Thanks guys.. and thanks Google Guy.. I know Google likes lean, trim pages.. I am trying to keep them that way...

I just didnt know if it would be spam being that it is more or less a string of keywords that are planted on the bottom of every single page... seemed like a form of spam sorta?
