Is there a way for a new site to determine whether Google is penalizing it or not? I mean initially a site is with PR0 under normal circumstances, but how can one identify whether the Googlebot is penalizing it or it is normal for the new ones.

If there are backlinks in google - on a - for example - pr5 page - you are most likely penalized.
