Does Google remember?

While searching through my important keywords last June I came across a 404 error for a site (myareakeyword.com). I immediately set out to contact the owner and after everything that goes on the site went on line today. Its not finished, but thats not important. What is important is that it is pr 4. There are no sites linking to it according to Google. All the web, altavista and MSN list three sites linking one with pr 3 and the other two with pr 0. So how does Google remember (if thats what it is doing) that it is/was a pr 4. I better get those links going.

Why did that happen? My account has been anything but inactive. I didn't mention that I bought the domain and created an entirely new site. The old site was abook about the category whereas the new site is about the category. I bought it because its a great domain name for the cat not for the pr. At the time I was barely aware of pr or the toolbar.
