*Changes to on-page factors can certainly move a page up or down.
*New links from one fresh page to another can move the receiving page up (seems to be because of keywords in link, not PR change).
*Would a link from a PR10 site help the receiving page at all if only indexed during a fresh crawl? (The PR calculation seems to be so involved that it wouldn't have any PR effect if not present during the full crawl).

I am still unclear if and how Google treats new links on fresh pages. It seems to sometimes follow the link to the new page and temporarily index it, other times not.
New links from a fresh page to a fresh page is also interesting. Anyone on what it helps?
