#1 on keyword search with no keyword, no category,,,,,,

The site is not even in goole directory, only on the keyword search

I found the site on google which was #1 on a keyword search but its index page had no category list. I did link:www.thesite.com and there was no domz or google lists. The site doesn't seem be in the google's directory. The site's index page has no keyword or description meta tags. Yet this site is #1 on a keyword search for several months on google. The site also has identical mirror site that ranks within top ten on the same keyword. This site really contradicts everything I've learned here. Or maybe there is something I should know? How can this be possible?

This occurs more often than you may think.

check alltheweb.com and use the "link.all:" command towards the url that ranks high. In many cases you will find low Pagerank pages (sometimes many hundreds) all linking towards that specific page with the keyword in a linktext. Very frequently those pages will all be interlinking towards each other. This is something Google still has to sort out. ;)

Remember, Dmoz is just one link and Google does not show PR3 and lower backlinks.

Also, Google ignores keyword or description meta tags if there is other normal text to digest.

if they not have the keywords in the html or tags then:

They are found because they use the keywords you searched for as linkdescripting on those other high ranked sites.

you know them the descripton, between the <a>'s . That makes 'm revelant to your search.

Can a site be shown on google's keyword search without being on google's directory? The site has high PR. Does that mean the site has been indexed by google but not included in the directory? I'm so confused.

No you do not need te be in the googledirectory to get listed. But getting listed sure will help your site's rank/pr.
If you are not in the directory you need good pr'd outbound links to get higher pr.
To get listed in the google directory just go to the appropiate catogory at www.dmoz.org and click submit

I am currently battling against a site that has no real content, is one page long and has lower PR. When you hit the only content on the page which is a link to another site which you go to a site that offers offers web design.

The keywords are all about some other topic which I am trying to hit. This is keeping me off the top and I am bamboozled.

Try just entering www.thesite.com. I think you will find it is there

count me in the confused category as well. not only have i seen numerous examples of inexplicably favorable priority given sites such as you describe (no links, irrelevant content, etc), in my category, where millions of pages are returned via Google search, some first-page returns are not even in English. very perplexing; go figure.
