Workarounds to minimum CTR?

Can highly relevant ads bypass the min CTR?

I'm curious if Google ever makes exceptions to their minimum CTR? The way I post my adwords keywords they are always very specific to the page I am sending people to. Yet, a lot of times I get good amounts of traffic on something very general, but can't maintain the CTR even when using []'s and quotes..

Never heard of any workarounds...When we first started adwords select, we couldn't maintain the CTR. We kept trying, and the thing that helped the most was negative keywords. I check my logs to see what people searched for that led to us, and kept removing keywords that didn't work. Now, instead of barely a .5%, we are up to a 4-5%

We've also had good luck with negative keywords. The minimum CTR is a great way to eliminate the blanket, deep pocket, advertisers who are all offering the same thing. This is the main problem with Overture in the travel & regional search terms. Many of these firms are just clones of each other and offer no valuable search information to the end user. AdWords has left it up to the searchers as to who they are looking for. We applaud Google for this.
