If you go to google.com and type in *** you will notice that #5 is a link to *** the page says not ranked. It has no keywords or meta tags. How can this site get a top 5 ranking without these nessesary components?

It's probably due to the link text (and near link text) from other pages that link to it.
Relevant link text from high PageRank sites carries a lot of weight in Google.
