i run a website with 4,5 mio pages, 99% of them using exactly the same stucture and template. currently at the bottom of this template there is a link more or less in the following format:
get your free account at [url=http://www.webmasterworld.com/forum3/4621.htm]www.mydomain.com[/url]
i did this before i started to read about SEO. google knows 110k of my pages (in future updates this number should rise significantly) and my frontpage has PR7 (heading for 10;-).
now i want to add a link to my second site (different domain to the 4,5 mio pages!) and change the links in a way that i'll have ~5 different anchor texts (containing the most important keywords), randomly distributed over all those pages.
the keywords will not say anything about the linked frontpages that wouldn't be correct, so no spamming.
do i run the risk that google might interpret this strategy as spam and penalize me?

get your newest keyword1 and keyword2 on site2.com [webmasterworld.com]

the 4,5 mio pages are more a theoretical number. most of them will only get generated when somebody requests it for the first time.
i have 4,5 mio registered users, each getting his own homepage. about 2 mio have actually changed the standard layout and added features, about 0,5 heavily uses them (having ~15 subpages each, which actually would give a theoretical value of 10mio+ pages in total..)
so there's a good reason for google not knowing most of them ;-)
