Duplicate content on same page

I manage a site with many content pages that describe products. Some of these pages rely too heavily on images and therefore are content poor.

What has been done to "correct" this problem is to fill the keyword and description meta tags with appropriate keywords and then take that *exact* same appropriate keyword data and put it in the body of the page (in a hidden <div> tag).

Will this be considered spamming by Google or others?

I wouldn't do this, hidden text is always risky even if a lot seems to get slip through Google's spam filters. I also use the same or very similar text in the meta description as on the product pages, but the text on the page is always visible.
