I've got a PR5 with 90 links now showing (not all that many sites) but none are very high, so it'll stay a 5. Another site has 200 links showing, mostly external, and it's still a PR5. It'll take a PR6 link or 2 to do it.
Before this last update, I only had 38 links showing, my site was PR5 and main pages PR4. Therefore, with this last update, I now think I'm really close to cracking 6 on my homepage (maybe next month).
The PR of a page can change because the PR of the pages linking to it has changed. If their PR goes down a bit the value of the vote is decreased. OTOH, with the same number of inbound links, if the PR of the linking pages increases the value of their vote goes up so the page linked to can gain some without an actual change in numbers.
The hunt for more inbound links can't be stopped! Luckily there is another effect in operation that counteracts this - as my site gets better known for its content and also more popular, more and more sites are coming to me for links or are simply linking me.
I'm also having trouble getting to PR6, and I have 245 inbounds this update. It's more difficult for me, because there are very few sites in my niche area that are PR5 or higher. At least I know I'm well up near the top of the tree in my part of the forest. :)

Very true. If only some of my clients understood that. But, no, they wait untill they drop to second page, and loose 3 months of traffic before they react.
