Zero Page Rank in Google Directory

Just found in their directory that a lot of sites listed at the bottom without page rank. Example :

[directory.google.com...]

I tried to use link: ... to check those sites and it is not part of their index. Wonder what happen. Any input ?

Most categories have sites at the bottom with no pagerank. Usualy these sites do have toolbar PR of 1.

I think that these sites may only have the open directory listing and this is their only link. The Google directory shows them in PR order so the higher the PR the further up the page your site will be listed. If you have PR0 your site will be at the bottom of the list.

There are a few reasons for having no green bar on the Google Directory.

* The indexed address is different from the DMoz address.
* The both the DMoz address and a duplicate were indexed; the other address is listed in the search engine.
* The page doesn't have any links from pages that have reasonable PageRank in Google.
* The page has a PR0 penalty.

Hope I am not penalised to Pagerank 0. If penalised, what can i do ?
