Here are some of the highest Pagerank sites a trainee of mine found for some European countries (by no means complete) Affiliates such as google.fr are left out as they inherit there fame..

In general we found the amount of PR7 sites to be approximately 10 times the number of PR8 sites.
What does this mean? Well if you have a PR7 within these four countries you are with the top 1000 of all these countries together. So do not get too hyped-up with predominant English language sites with seemingly achievable higher Pageranks. (you need English content to get links from the Pagerank rich English sites)
If Pagerank is your major goal in life, start a centry-old -university, capital or a museum, or become the government, a major on-line publisher or in a very rare case a private company.
So much for this extremely useful piece of information. ;)
For a non-english site I'd say you should be able to get at least a PR6 without too much sweating. PR7 is reachable for sure with some work.
Getting 8-10 is the real kicker. For 8-9 you need a lot of incomming high pr links, and looking at your findings, 8s and 9s are not that easily found, even hard to gain a links from.
Hard work and elbow grease will get you a long way.
Forget about 10 though ;)
I've just been looking at our multilingual site and we are
PR7 in English, Spanish, French, Arabic, Dutch, Simplified Chinese
PR6 in Danish, German, Finnish, Hungarian, Japanese, Portuguese, Russian
the layout is pretty much identical apart from Arabic...the texts are all translated from the same original document

it implies inbound links are a strong factor...the languages we have had up longer also do well even apart from having attracted more links
Eric, congratulations with your high PR's, however, do you think you would have achieved them if you were predominantly only Dutch or only Finish (no-English content), and would not have an interlinking structure?
I think the main point is you absolutely need English content for the higher PR, which you then can distribute more easily to you non-English content.

If I understand your question well, you want to know how to retrieve the top 100 Pageranked sites(pages) within a country?
I would like to tell you I have developed a nifty program that scans all the DMOZ/ODP categories, and with Graphical Size Recognition, downloads and ranks the respective sites. If that were the case my site offering this download would achieve a PR10 in no time. The truth is that it just takes manual scanning of the top DMOZ/ODP categories with the Google directory which ranks the highest Pagerank sites on top. As countries such as Belgium are rather under-represented in DMOZ this takes less work than you might think.

For the rest you just look under www.google.be under "pagina's uit België" option (pages from Belgium) and type in the most common occuring words, or, the Belgium (Dutch and French) equivalent of these:
for single words:

for double words:

plus you add the obvious local versions of "university", "news", "government", "internet", "computer", "download" etc.
I would be very obliged with anyone providing the tops for other countries/languages ;)
I don't know how we'd do if we had only one language...the languages we have PR7 include all those in which there is little or nothing else available on the subject...I draw no conclusions from this
we have a single domain with each language in a separate directory...at present the directory names are the language in English...if things get more competitive (as they are beginning to be in German) I may change the directory names to our main keyword in the relevant language (except for Spanish, Portuguese and Italian where the word is identical)
the sites cross link by means of a language menu on most pages of the English language site, and by a link to a Unicode index of languages on all the translated sites

and so on...the vast majority of visitors are arriving directly as a result of a search

Under some circumstances it is possible to narrow PR down (by looking at the Toolbar PR of some interlinked pages), but Google don't offer any exact tool. I think that they did have back in the Backrub days (before Google Inc).

No pages with enough PageRank were linking to this page at the time of the full crawl leading up to the last update.

A PR8 that is only 2/7 danish: scandinavian.net (and it's in English)
And of course some of Google's own pages in Danish have high PR, even PR10.
It seems virtually impossible for a genuinely danish website to produce a page with PR8. We are one of the most www-minded countries, but we are just too few. A short look to Norway shows the same problem. But in Sweden I found a real PR8 in their own language and with a real swedish URL, not an affiliate of a large american company: gulasidorna.se. The swedish population is just that much larger.
If scandinavian webmasters were a little more willing to look across the borders and first read and then link to websites in the other languages we might gain some more power. I personally think of Scandinavia as one big market for websites.
