Which Type of Link is Better?

I have to make some guess to start my design,but could anybody tell me if it's correct.

1. Inbound link is better than outbound link, it had 100 times effects.

2. Different link between urls is better than link inside same url. Different link between ip address is better than the link betweeen same ip. But the effect of difference is not clear.

For PageRank, who links to you is what counts, not whom you link to. Also, the link text of links to your site make a difference.

Do you mean different domains? It is widely believed that links from other domains help more. In my opinion it makes no difference for PageRank, but maybe for search rankings.

A lot of people believe that. I don't though.
