Just kidding. One quick observation may be because it is so slow!
I did notice that the internal pages with the quick jump menu do have Rank of 3. You might want to try moving your Scripts and Styles out of the body section as well. Let for clean access to the meat of your content. Just a thought.
To me, it looks like some kind of penalty but I can't see why.
I noticed that your PR0 pages are in the Google cache, but your pages which have some pagerank are not cached which suggests they have not been spidered so they do not have official page rank assigned so the toolbar is just guessing.
If you go to yourdomain.com/pkg-how/index.html you will see it is PR0 but yourdomain.com/pkg-how/not-here.html (which dosent exist) has a 'guestimated' page rank.
Most of your index pages seem to be carrying PR0 but pages that are not indexed are not.
This to me certainly looks like a penalty.
Do you do anything naughty like cloaking?
The first thing I would do is clean up the code by putting all js and css in external files and removing some of the whitespace on your pages. You'll then get a clearer picture of what you have to work with.
My toolbar says PR3 for your home page. FP says 94 second load time at 28.8. While that should not affect PR it is still a pretty heavy load. Maybe you could compress your graphics some more.
From what I understand validation is not an important issue with PR. I think there is some debate about how many errors are allowable before it is judged excessive, but when I checked the RCX Team page it showed 100 errors - that's quite a few. However, your errors seem to be mostly sloppy code as opposed to code that is correct, but outside the boundries of acceptance for validation. If the spider is having a hard time reading your pages that may have something to do with your problems.

Actually, the RCX Team page crashed my browser twice.
I would check every link from every main section for PR0s and make a list ... and see if one of the links on that list has links to it two deep that are PR0.
But from a quick look it may just be a glich? has the PR0 been there for over a month?
Well, it looks like there is absolutely nothing wrong with my site except for sloppy coding and turtle load times. It was really bad b4 actually, didnt even have PR4 for the front page until I removed my domain from google.
