if i have a page that has a pr3 because of a penalty..if i get all my inbound links to point at a new page will the new page still be carrying a penalty or does it start afresh?

If you have a PR 3 you don't have a penalty. You just need better/more links. If you have an all white or all gray toolbar, then you might have a penalty.

Yes, but I don't think that is the reason you are only at a PR3. But I wouldn't link to all white or all gray toolbar sites (i.e. bad neighborhoods).

thats not true.
you can have a penalty on pr3 - check the other threads about penalty in this forum.
