Outgoing links or NO outgoing links

Which would yield a higher PR?

My site has PR5,with about 10 or 15 outgoing links to other sites (sites who have linked to me). Would my PR increase if I moved those outgoing links to another page?

I'm assuming you mean your home page has a PR5. (PR is calculated for individual pages, not entire sites).
The number of outbound links on a particular page doesn't impact the PR of that page. It only effects the amount of PR that page can transfer to other pages.

What I tend to do is decide on pr distribution How much do I retain within the pages on my site and how much do send out to external pages. either way it will not effect the PR value of the page in concern. 1 link or 100 links pr5 will always be pr5.

In short the answer is 'no'. It IS a good thing to keep those links exactly where they belong. Perhaps the front page (index) is the best? Only you know that.
