Proper spelling of foreign characters in Address bar

Google then shows grey toolbar?

Google has troubles showing pagerank in its toolbar if you use a foreign character in the url name:

search for:
allinurl: français

Click on the non-Dmoz sites and it shows the proper pagerank.
However the address bar shows "%C3%A7" instead of ç.

If you copy the "real" url, underneath the snippet, with the proper spelling into the address bar, containing ../français/.., Google shows a greyed-out toolbar.

Is this something temporary, or has this always been the case?
