To recover from penalties?

Hello everyone,
Is the end of the month a good time to use the Urgent removal feature, to be removed from Google's databases? ( The concept being to reset the database, hopefully eliminating any persisting penalty records.. allowing a clean start.)

Can anyone contribute their experience with this? How quickly were you removed, and how quickly were you re-indexed thereafter?

Would it be advisable to use this feature, without posting a robots.txt file that excludes Googlebot?

Above all, did it make a different to PageRank and SERP ranking?

Thanks

It is usually done within 24 hours. They are very good about it. However, unless it really is an emergency, I wouldn't do it. Who knows what little black book your site goes on to.
