Google assume your competitor site yours?

Anyone notice that Google might have treat a competitor site as your site and thus in the searches either you or your competitor appear at one time. But not both at the same time?

I know Google is implementing LocalRank where they do not want sites from the same webmaster to take up more than 1 position in each search results. They did this quite successfully from my observation where webmasters that use to have several listing are now reduced to only one.

But the BUG is that some sites are assume to be own by the same webmaster although they are not! And that results in "interchange" between sites in SERPs for both sites one at a time.
