90’s SE strategies back in Google

I am really confused?

It seems more and more that in several competitive terms of which I play, new sites are popping in the top serps using 90’s wannabe seo methods. One site jumped to the top over my own site using old methods.

These are the more popular things I am seeing:

1.) Niche Company has one page for each state in the United States content for each page is the same with the exception states are changed.

2.) Massive links at the bottom of the index page, links are the same color as the page background.

3.) Keyword stuffing the first line of the page. Example: 100 lines of keywords squished into one line using css. Inserted at the top most part of index pages

4.) Linking every keyword on a page

5.) Alt tags keyword stuffed

I have waited quite a period of time before posting this topic. I did a bit of checking around and I am taken back of what I am seeing in other serps I frequent. One directory for example has no content for each region but each page has method “number 3” implemented on each page. I waited a little over a month to see how long they would last wondering if perhaps the niche Company would be taken out as fast as they showed up, they only improved.

This has got to just be a short-term thing no?
