#19 for Allinanchor, #12 for Allintext but way back in regular SERPS

Any ideas on the cause?

My page is #19 when a search for a two word keyphrase in allinanchor, #12 when I search for it with allintext, but is way back in the SERPS. Similar pages are coming up.

Do you have any idea what might be causing this?
