What are "deep redirects"?

In the Knowledge base there's a FAQ asking

What are the big things I shouldn't do that will

It says (among others) "deep redirects."

Can someone explain what is meant by that? I have to do a big site-restructuring where I now have to move/redirect

"/web/de/books/33.htm"
to
"/web/de/newbooks/3/3/33.htm"

Will a 301 redirect damage my ranking?

Not if you implement it correctly - it's the preferred method to redirect. The FAQ is warning against META REFRESH redirects - they can be problematic for many engines.
