No Correlation Beteen PR and Actrual Page Rankings

My website has recently went from a PR0 to a PR4. However, my individual Page Rankings have not moved or changed at all. This is also unusual in that I completely redesigned my website using stricly CSS. This caused every webpage to change by over 30%. Which would cause the Google Spider to respider my entire website. As part of this redesign I did some vary major things that will have a direct effect on the individual page rankings not the least of which by using CSS blocks I am now presenting the Body Text of each webpage as the first content that the Spider sees. I have over 2,000 webpages.

I know some of the background of Google tweeking with regard to PR that has been going on since June and I suspect that this has something to do with the lack of results I am seeing.

What I'd like to get up to speed on is does anyone know what's happing overall between PR and the actual Page Rankings? Does anyone know when this issue might resolve itself?

Even the backlinks are old numbers. I know this for two reasons. For several months I showed a backlink count of 306 with a PR0. Then I added another 300 plus links to my website. Then a couple of weeks ago I suddenly got a new PR of 4. I'm assumming becuase of the addtional links. However, the backlinks count still remains at the original count of 306. Which is the number that it has been at for several months. That leads me to beleave that Google has not completed some steps in their algo to bring all this together.

Any insight or help would be greatly appreciated.
