Linking to a new site from a PR6

I own a site filled with PR6 pages -- I'm trying to build up a new site of mine and was going to put a links to it from my PR6.

My question is where do I put the link? Obviously the main page is probably the best, but should I add the link to all the pages? Will I be penalized by Google in any way by having the link on every page, or is it "the more the marrier"?

Does it matter where the location of the link is (top/bottom of the page)?

Any other suggestions?
