Is the link from Blog equal to ordinary Link?

My link partner offered to me this.

Hi all,
One of my link partners offered me to make link swap this way, he offers to me to put my link on his blog with pr6 and askes me to place his other link in my link directory with pr3-4. Does it make any sense for me?
How do you think is the link from blog page with pr6 worth swapping?

A PR3 link is a pretty crappy link. The guy with the blog is getting a bad deal.

There's no reason that blog- or blog-comment-links should be discounted or de-valued. The reason is fairly simple:
Blogs are the private homepages of 2004.

Blogs make it very easy for non-techie people to write about their feelings, interests or whatever comes into their mind. The same is valid for comments people leave in the blogs. It's an easy way to communicate with the author of a blog and pointing people to useful ressources on the web.

Blog Spam is a problem of the medium Blog, not a problem for a search engine. Blog owners are in charge of removing off-topic comments as well as blog providers have to remove pure off-topic blogs.

It's the same as with email spam. Google, as well as any other search engine, allows email adresses in their index and displays them in the SERPs. That is a very easy way for email harvesters to generate large databases of people to send their spam emails.

As a quick summary:
Blog links should be equal to normal links.

I can confirm that blogs really do contribute well to rankings, I've one site which relies almost exclusively upon such links (one of those dynamic kinda things that bloggers seem to love).
