Page rank is out, anchor text is where its at.

To answer your question I have seen similar in my backlinks, one notable instance would be the Y directory.

nalin, that's exactly where i saw it. in the Y directory. and i've heard that this sort of link does not pass pr.

rugles, pr still has an effect. like google always says, they use many criteria. anchor text has a very strong influence today, but I think when all else is equal, pr breaks the tie.

still curious as to whether or not this sort of links passes pr along.

At least for the Yahoo directory, probably yes. My guess is that Google hard coded an exception for the Yahoo directory because they considered it so important. Certainly it was financially in their interest when Yahoo used Google SERPs.

www.widgetlinkseller.com/linkad.jsp?url=http://www.widgetlinkbuyer.com

should pass just fine.

something like:
www.widgetlinkseller.com/ad/linkad.jsp?url=http://www.widgetlinkbuyer.com
might not if /ad/ is disallowed in the robots.txt file.

That said, some domains that abuse "selling" links may not pass PR, and some domains abusing "buying" links may not receive it.

Page rank is out, anchor text is where its at.

True, but www.widgetlinkseller.com/linkad.jsp?url=http://www.widgetlinkbuyer.com will "pass anchor text" just fine as well. ;)

Anchor text is in. However a link with good anchor text and a PR5 is much more valuable than the same link on a PR1.

Good point.
