about inbound link in google

in the past, the inbound link page'pr must >=4 then it can be list in your inbound link page. but now, if you check the inbound link in google you maybe find some link pages are <=4 or 0! is andbody know the reason?

Yes, Google announced that they changed their policy so that smaller mom-n-pop sites could check their backlinks as well. Many of them do not have inbound links greater than PR4, so when they went to check backlinks none would show.

When did Google make an official statement on this? Is it posted anywhere online?
