type the domain name into google. If you see something like this example - it is not banned. If you don't see something like this - it is banned...

Example Web Page
You have reached this web page by typing "example.com", "example.net",
or "example.org" into your web browser. These domain names ...

Google can show you the following information for this URL:
Show Google's cache of example.com
Find web pages that are similar to example.com
Find web pages that link to example.com
Find web pages that contain the term "example.com"

Thats simplifing it a bit Brett.
Its quite possible that Google can show what you have said and still have a penalty.
Its also quite possible that google can show this

["Sorry, no information is available for the URL www.example.com

If the URL is valid, try visiting that web page by clicking on the following link: www.example.com
Find web pages that contain the term "www.example.com"]

This can mean that google has not indexed the site yet or that it has a penalty but it not banned per se.
Google is showing this for domains that they have placed a "do not show in serps" ban.

[Sorry, no information is available for the URL www.example.com

Find web pages that contain the term "www.example.com"]

They are also showing this for domains That have expired register dates.
You can only guess why google has banned a site.

I did that and my site came up. BUT, there are zero pages indexed in Google and my pagerank is currently zero even though I have many backlinks. So I don't think that indicates whether a site is penalized.

Yes, as I said, you can still be penalised and show up when you type your domain in google.

Link farms, hidden text or links, being part of a bad neighbourhood penalties, can all be present even though google shows results for your site when you type in your domain.
